Mysterious Bumps/Rash

Poor Kaila keeps having this issue of red bumps/rash.  It itches her and we can't figure out what it is.  We thought it was the shrimp because after eating it she came down with a major rash (a LOT worse than this picture above).  The Benadryl, lavender, and hydro cortisone cream didn't work.  After 40 minutes and nothing taking affect I called Taundra for her oil recipe that helped when she had her allergic reaction to her antibiotic.  It was late and she didn't answer.  I told Kevin to look up online doTERRA oils with allergic reaction.  He told me the different oils listed and I added each one of them to some coconut oil and then put that on her arms legs and face.  She didn't get anything on her chest or back.

Her rash keeps popping back up when there's nothing that seems to make sense for why.  Grass, soap...??? We just don't know what it is.  Her doctor says it's not food allergy since she would have her reaction within 30 minutes of eating it (not the 2.5 hours later) and would be accompanied with itchy throat or throwing up. None of that occured.  The thing about it being soap though is that it never occurs on her chest or back.  When she had the allergic reaction to the Kirkland Signature laundry soap it was on her tummy and back where her clothes were on her.  Since this isn't I don't know what it is.  I'm at a loss.  I told Kevin I really want to just pay for her to get the testing done that he did since they went over food and also other environmental things too (grass seed, trees...).
